Bond set for man accused of sex crimes with child

JEFFERSON — A Plymouth Township man was arraigned Thursday afternoon on six felony charges after police say he engaged in sexual activity with a 7-year-old girl.

Clark Ellsworth Mann, 61, of State Road, pleaded not guilty to six counts of gross sexual imposition, all third-degree felonies.

Magistrate Benjamin R. Marley set bond at $50,000 personal recognizance with conditions: a GPS tracking system, house arrest and no contact with the victim or her family.

The victim is not related to Mann, Ashtabula County Prosecutor Cecilia Cooper said.

Mann touched the victim in “a sexual manner” on six different occasions between July 2019 and September 2020, Cooper said.

“The family found out about the abuse and reported it,” Cooper said.

Mann was secretly indicted by a grand jury on Sept. 29 and arrested by sheriff’s deputies Oct. 2, Cooper said. 

An iron worker, Mann was incarcerated in the county jail from Oct. 2 to Oct. 8.

The penalty for each offense is one to five years, meaning Clark could be sentenced up to 30 years in prison.
