Hugh Flanigan is North Kingsville Police Department's first sergeant in 31 years

NORTH KINGSVILLE — After more than three decades, North Kingsville’s police department has a sergeant.

Hugh Flanigan was given the job last month, filling a position that had been vacant for 31 years. At a meeting last month, village council approved legislation creating the position. At the same session, Mayor Terry McConnell recommended Flanigan for the position.

Council members readily agreed. Edward Rettinger said the move would be beneficial and long overdue for the department, according to meeting minutes. Lawrence “Skip” Eller said Flanigan is an “excellent” officer.

McConnell is also enthusiastic. “It’s a good move on our part,” he said last week.

Flanigan will serve as Police Chief Robert Houser’s second-in-command. He currently is overseeing the department while Houser is on medical leave. In a statement, Houser had high praise for his sergeant, citing his “strong work ethic.”

Flanigan said he is looking forward to his new duties and is happy to help Houser with his administrative duties, such as scheduling of officers. “The chief has a very heavy work load,” he said.

He brings some administrative experience to the job, having served as a corporal with the Highland Hills  Police Department. The North Kingsville department employs eight officers, including Houser, of which five are full-time workers, Flanigan said.
