Several arrested during weekend party

JEFFERSON — A weekend party gone awry resulted in the arrests of two adults and two juveniles early Friday morning.

Ashtabula County Sheriff’s Department Deputies were dispatched to 5632 New London Road at 2:23 a.m. for a report of a loud party. ACSO has also received several prior complaints regarding underage drinking parties at the residence, according to reports.

When deputies arrived at the scene, they encountered a large number of male and female subjects running from the residence into the woods adjacent to the house. Numerous “younger-looking” males and females were also observed, through the windows, running throughout the house locking doors and turning off the interior lights, according to reports.

As deputies walked around the exterior of the house, several subjects were observed collecting beer and alcoholic beverage containers and throwing them into garbage cans. Deputies also observed a large number of subjects inside the kitchen and living room huddled together, according to reports.

Deputies made entry to the house through a rear door that was left ajar and made contact with about 30 individuals all under the age of 21. Deputies reportedly observed at least 100 empty beer cans on the counters and floor of the kitchen, according to reports.

Deputies were made aware that Dalton Franco, 19, lived at the residence and was responsible for the party. It was also learned that Franco had an active arrest warrent through Mentor Police Department as well as ACSO for failure to appear on an underage consumption charge, according to reports.

Franco reportedly fled out the back door into the woods when deputies arrived, according to reports.

Deputies exited the house and began walking south toward the wooded area and heard numerous voices stating “run, run,” following by the sound of numerous individuals running from a barn located south of the residence, according to reports.

Deputies encountered three subjects inside the barn and as a deputy was trying to speak to them, one of the juveniles attempted to leave the scene. He reportedly got into a running vehicle in the driveway, but was detained by the deputy and removed from the vehicle, according to reports.

The juvenile was placed under arrest. He provided deputies with a ficticious name and birthdate, saying he was 18. It was later learned the male was 16 years old. He was also found to be in possession of marijuana and had been consuming alcohol, according to reports.

A deputy made contact with two male subjects and while he was speaking to them, he overheard another deputy attempting to stop another male subject who walking away from the residence, according to reports.

The subject was instructed to stop several times, which he ignored. A foot pursuit ensued through a field of tall grass and weeds in excess of four-feet tall, according to reports.

Deputies eventually caught up with him, tackled him to the ground as he continued to try and break free. The suspect struck the deputy in the chest with his right elbow as well as the right side of his head. The suspect was given numerous warnings to stop resisting, which he ignored. A deputy then deployed his Taser into the subject’s back allowing the other deputy to restrain him, according to reports.

The suspect reportedly began to apologize for his actions and plead to be released, according to reports.

Two adult males were transported to Ashtabula County Jail and two juveniles were released into the custody of their parents on a summons to Ashtabula County Juvenile Court, according to reports.

Charges of underage consumption, obstructing official business, resisting arrest and assault on a police officer are recommended to be filed through Ashtabula Municipal Court for one of the adult suspects. Charges of underage consumption and obstructing official business are recommended for the other adult suspect, according to reports.

One of the juveniles will be charged with obstructing official business, underage consumption and curfew violation and the second juvenile will be charged with obstructing official business, falsification, underage consumption, possession of marijuana and curfew violation, according to reports.

Charges were filed Monday in Eastern County Court against Franco for possession of drugs. Additional charges of obstructing official business, contributing to the delinquency of a minor and any other applicable charges are also being recommended, according to reports.
