More than $54,000 in CDBG funds redirected

JEFFERSON — Additional funds have become available for other projects funded through the county’s Community Development Block Grant.

Ashtabula County commissioners approved an amendment to the original grant application, Tuesday, after one of the projects fell through.

The Kingsville Public Library was awarded $54,800 in CDBG funds to make American Disabilities Act (ADA) improvements, including restroom updates and a handicap lift, to the Simak Welcome Center. The funds awarded were based on a cost estimate obtained in May 2012.

Early this year, it became evident the project estimate was too low so the project was redesigned; however, when the quotes came back, this time they were too high. At that point, the library eliminated the restroom project and changed the materials for the lift, but the proposals still came back too high.

The library notified the county in mid-July it would not be able to use the funds for the project, leaving $54,800 in CDBG funds to be redirected toward other projects.

The amended version of the grant application redistributes the CDBG funds to a number of different county projects. Of the $54,800 in available funds, $30,000 will be used for six home repair assistance projects throughout the county; an additional $10,000 will be used for street improvements in Richmond Township; and additional $9,000 will be used for the Ashtabula County Transportation System for county-wide public services; and additional $5,000 will be used for neighborhood facilities in Andover Village; and an additional $800 will be used for the county’s Fair Housing.

All projects must be completed by the end of the year.
