Madison woman arrested after altercation with trooper

JEFFERSON — A Madison woman was arrested Wednesday night after engaging in a physical altercation with an Ohio State Highway Patrol trooper.

The 36-year-old Creekside Drive woman was arrested on charges of disorderly conduct, obstructing official business and resisting arrest, according to an Ashtabula County Sheriff’s Department report.

Deputy Matt Johns was dispatched to Spring Hill Winery, in Harpersfield Township, at about 9:23 p.m. OHP had received a report of an intoxicated female who was about to leave and should not have been driving. OHP did not have any units in the area and called ACSO for assistance, according to the report.

When Johns arrived on scene, OHP Trooper Chuck Emery was already there. He advised Johns that the intoxicated female had already called for a ride and he had issued her a verbal warning for physical control of a motor vehicle, according to the report.

Emery also advised Johns that he had spoken to the passenger in the vehicle, who admitted to consuming several alcoholic beverages and he did not feel she could legally drive a vehicle either, according to the report.

While waiting for the woman’s ride to arrive, the passenger reportedly got out of the vehicle and got into her own vehicle, according to the report.

Johns waited with the other suspect as he had reason to believe there was a firearm in the vehicle as the woman had an active CCW (carrying a concealed weapon) permit. Emery approached the other woman’s vehicle, where she was seated in the driver’s seat, according to the report.

Emery advised her she could not drive and she would need to call for a ride as well. The woman then reportedly challenged Emery and became verbally combative, according to the report.

Emery called out to Johns for assistance and Johns saw he was engaged in a physical struggle with the woman, according to the report.

Johns reportedly advised Emery there may be a firearm in the other vehicle, but Emery called out for assistance again. When John’s approached the vehicle he heard Emery advise the woman to step out of her vehicle. She did not comply and pulled away, retreating further into her vehicle, according to the report.

Johns then reportedly drew his Taser and warned the woman to comply and then decided it was best to forcibly, physically remove her from the vehicle. The two officers drug her from the vehicle and Johns attempted to handcuff her, according to the report.

The woman reportedly continued to fight back and at one point grabbed a hold of Emery’s uniform shirt in an aggressive manner, according to the report.

She was forcibly placed in handcuffs and placed in Johns’ cruiser, according to the report.

Johns then returned back to the other vehicle, where he eventually seized a .380 caliber pistol from the back seat, according to the report.

The woman’s boyfriend arrived to drive her home and Johns’ intent was to issue her a summons and release her as he was under instruction not to transport any misdemeanor arrestees to the Ashtabula County Jail; however, the woman refused to comply with his instructions as he attempted to release her and was ultimately transported to jail, according to the report.

Emery did not report any injuries from the incident, according to the report.
