I-90 repairs dominate ODOT’s plans for Ashtabula County

2013 will mean plenty of orange barrels on highways

AKRON — For another year, more money will be spent on Ashtabula County highway projects than any of the five other counties that comprise Ohio Department of Transportation’s District 4.

Between active and upcoming projects, Columbus expects to spend $128 million in the county during the year, according to ODOT’s master construction plan. “Ashtabula County continues to receive the most money in District 4, Brent Kovacs, ODOT spokesman, said Friday.

Other new projects scheduled to start in 2013 include repairs to sections of routes 166, 322 and 531. They join work already under way or poised to start on West Avenue in Ashtabula and along portions of routes 193, 6 and 534.

For 2013, ODOT has budgeted nearly $112 million for active projects and another $16.4 million for upcoming work. That total easily tops amounts to be spent in Mahoning ($49.2 million), Portage ($30.5 million), Stark ($48.4 million), Summit ($104.3 million) and Trumbull ($66.9 million) counties, all found in District 4. Four of those counties, however, will receive as much or more money than Ashtabula for upcoming projects.

Most of the county’s highway money is earmarked for I-90, both are active projects and will total reconstruct sections of the four-lane freeway. The oldest, started in 2011, is a $44.6 million overhaul of I-90 between Conneaut Creek in Kingsville Township and the Pennsylvania line. Work will be finished sometime this fall.

In both cases, the interstate is being totally removed down to the dirt and rebuilt. “The pavement is failing and it’s no longer cost effective to resurface,” Kovacs said.

Just beginning is a whopping $70.6 million I-90 makeover within Saybrook, Austinburg and Plymouth townships. That project won’t be completed until November 2016, according to ODOT.

According to the ODOT website, other active (either started or contracts have been awarded) projects include:

• Bridge work on West Avenue in Ashtabula ($1.8 million total); May start date, October completion date

• Resurfacing work on routes 6 and 534 in Geneva and Geneva, Hartsgrove and Trumbull townships ($1.7 million total); May start, September completion

• Bin wall work on Route 534 in Windsor Township north of Route 322 ($400,000 total)

• Resurfacing work and minor bridge repairs on Route 193 in Sheffield and Kingsville townships between Sheffield Monroe Road to a spot just south of I-90 ($1.2 million total); October completion); road to be closed 30 days

• Bridge work on Route 193 in Dorset Township ($400,000); bridge spans Mill Creek; road to be closed 45 days

ODOT’s upcoming county projects expected to see a start in 2013 include:

• Culvert replacement on Route 166 over Trumbull Creek between Dawsey and Graham roads in Trumbull Township ($600,000 total cost); award date is October, completed by August 2014

• Repairs to Route 322 in Orwell and Orwell, Colebrook and Wayne townships ($3 million total); award date in July, completion date in November

• Slope erosion repairs and drainage upgrades to the north side of Route 531 between Myers and Ninevah roads in Geneva Township ($8.3 million total); award date in May, completion in September 2014
