Ashtabula County Election Board consolidates precincts

JEFFERSON — Nearly two dozen voting precincts across Ashtabula County were officially blended Friday afternoon to help cut costs and improve efficiency.

By a unanimous vote, the board agreed to consolidate the number of precincts from 127 to 104. The changes will be in effect in time for the May elections, members said.

The streamlining will save the board some $11,000 each election while boosting the number of voters assigned a precinct, officials said. Prior to the revision, some county precincts contained barely 300 eligible voters — not enough to justify the hiring of poll workers, board members said.

Under the new alignment, precincts will hardly be swamped, officials said. Only a couple will contain more than 1,000 registered voters, said Duane Feher, deputy director. The Ohio Secretary of State’s office forbids precincts to hold more than 1,400 voters.

Nearly a third of the consolidations can be found in Ashtabula, but communities in every corner of the county will be impacted. Board members have long been interested in a consolidation, but were advised by the state to wait for a lull in the election schedule.

“We’ve waited to do this two years,” said member Charlie Frye. “We finally had enough of a gap between (special elections).”

While 23 precincts were blended, many more were renumbered to keep the order intact. The election board is planning a campaign to advertise the consolidation to affected voters.

“Everything makes sense, but it’s critical we communicate efficiently to the public,” said board chairman Joseph Varckette.

Board employees will pinpoint the affected voters and send cards explaining their new precinct. “Most people will vote at the same place, just at a different table,” said Carol Lovas, director.

Also, elected committee persons for the impacted precincts will serve their full terms, members said.

Not only will the consolidation help the election board save money, but communities seeking special elections should enjoy a discount because of the lower per-precinct cost, officials said. “Over the long run there will be some big savings,” Frye said.

Below is a list of the impacted precincts. The list includes 23 instances where precincts have been combined, along with others either renumbered or given new polling locations. The old precincts are listed first in bold type, followed by the new designation and polling place.

• Ashtabula 1G and 1B — now 1B, Zion Lutheran Church

• Ashtabula 1C and 1D — now 1C, Zion

• Ashtabula 1E — now 1D, Elks Club

• Ashtabula 2A and 2E — now 2A, Bethany Lutheran Church

• Ashtabula 2B and 2D — now 2B, Mt. Carmel

• Ashtabula 2C — remains 2C, Mt. Carmel

• Ashtabula 2F — now 2D, Elks Club

• Ashtabula 4A — remains 4A, Lakeview Towers

• Ashtabula 4B — remains 4B, Messiah Lutheran Church

• Ashtabula 4C— remains 4C, East Side Presbyterian Church
