Carlo’s case bound over to grand jury

ASHTABULA — The case of an Ashtabula man, who police say lured a repo man to his house and then shattered the windows of his truck with a metal pipe, was bound over to a grand jury Friday.

Richard C. Carlo Jr., 43, of 5118 Chestnut Hill, is charged with vandalism, assault, aggravated menacing and falsification, according to Municipal Court records.

At Carlo’s preliminary hearing Friday, city prosecutors said Carlo lied to Ashtabula County Sheriff’s deputies about a March 23 incident with a repo man — a person who works for creditors and who takes back items, such as vehicles, after debtors do not pay for them.

Deputies testified that Carlo called the repo man who was looking for his girlfriend’s car. Carlo then asked him to come over to his house and when the repo man showed up, Carlo smashed the windows of his vehicle with a metal pipe.

Deputies verified the calls by his cell phone record, according to Friday’s testimony.

The repo man received a cut cornea from the shattered window glass, which means County Prosecutor Thomas Sartini will have to consider whether to continue to charge Carlo with assault or felonious assault, prosecutors said.

Municipal Judge Albert Camplese bound the case over to the grand jury.

This is not Carlo’s first run-in with the law. In 2009, he pleaded guilty to an amended charge of assault.
