Conneaut garbage law overhaul seems ready for a vote

CONNEAUT — City Council in Conneaut appears ready to act on a sweeping rewrite of its residential trash collection regulations.

At Monday’s meeting, council approved a handful of revisions that positioned the legislation for a final vote on April 28, the next regular meeting. If so, the action would come more than a year after council first tackled the project.

The latest tweaks are relatively minor and include allowing garbage haulers to start work at 5 a.m. instead of 6 a.m., and requiring people to use hard-sided trash containers one year after the ordinance is approved (no more placing just bags at the curb).

Council, upset with the appearance of the city, spent much of 2013 working on garbage-hauling laws that would be enforced by the city instead of the health department. The ordinance was shelved last fall for further study, then revived in January, when the council elected in November took office.

Councilman-at-large Jon Arcaro said he attended a Board of Health meeting where members discussed revamping its rules to “put more teeth into them.” Health Commissioner Sally Kennedy last week said she did not expect any change to the health department’s role in code enforcement if and when council’s trash hauling ordinance is passed.

In other business, City Manager Tim Eggleston said a half-dozen houses have been flattened in the past few weeks as part of the state’s Moving Ohio Forward demolition program. Three or four more targeted buildings will be coming down soon, he said.

The city received $150,000 toward demolition of condemned buildings. Unspent money will be returned to the state and reallocated, meaning more money is expected for a second wave of work. Some of the houses still in the cross-hairs are properties on Cleveland Court that have been the source of neighbor complaints, Eggleston said.
