Edward ‘Boo Man’ Smith charged in Ashtabula murder

ASHTABULA — Edward A. “Boo Man” Smith, who police believe shot and killed two men Nov. 25, was charged Monday afternoon with two counts of murder, City Solicitor Michael Franklin said.

Smith, 27, of 1120 Alfred Drive, Ashtabula, was arraigned Tuesday morning in Municipal Court and bond was set at a total of $600,000, cash or surety. A preliminary hearing will be held within 10 days.

Smith is being held in the city jail, awaiting trial on felony weapons and narcotics charges, according to court records.

The new charges stem from a shooting inside a home on Hiawatha Avenue at about 11:25 p.m. The victims were Ledondre R. Raimey, 21, of Painesville, and Elliott T. “Pacman” Dowdell, 32, of Cleveland.

Dowdell was pronounced dead at the scene and Raimey died about an hour later in the emergency room at Ashtabula County Medical Center, according to the coroner’s report.

If convicted, Smith faces a potential sentence of life imprisonment on each count.

The filing of murder charges in the Municipal Court does not limit the discretion of the Ashtabula County Grand Jury, which could render indictments for other or additional charges, Franklin said.
