Conneaut regulating long-term parking on street lawns


Starting this time next month, Conneaut residents who rely on their street lawns for parking space will need a permit from City Hall.
A majority of City Council, at Monday’s regular meeting, passed an ordinance that sets standards for people who can justify a need to park on their tree lawn. Loosely defined, a street lawn is the city-owned, green space between street and sidewalk.
The ordinance, which takes effect 30 days from Monday’s meeting, will require residents who want to park on their street lawns to obtain a permit from the Public Works Department. Before a permit is issued, residents must prove they have no other parking alternative and must agree to construct a hard surface spot on the street lawn to hold a vehicle. The parking spot must meet size and depth requirements and be built from gravel, marble chips, bricks or similar material, according to the ordinance.
Street lawn parking will be permitted for casual, sporadic use, such as the occasional house party. Only people who use street lawns for long-term parking will be impacted. Parking on curbs and sidewalks remains prohibited.
The street lawn regulations have undergone changes over the years as council have searched for a solution to the ruts, puddles and general unsightly conditions created by vehicles.
Council voted 4-3 in support of the parking permit plan. Voting no were Councilman-at-large John Roach, Ward 2 Councilman Phil Garcia and Ward 3 Councilwoman Deborah Newcomb. No comment was made during or after the vote was taken, but in recent weeks some members wondered if the permit process was necessary, believing the parking situation is addressed in laws already on the books. 
In favor of the permit plan were Council President Nicholas Church, Ward 1 Councilman Doug Hedrick, Ward 4 Councilman Thomas Kozesky and Councilman-at-large Jon Arcaro.
