Conneaut rejects single trash hauler proposal

CONNEAUT — City Council on Tuesday night voted down an ordinance to hire a single hauler to cart away residential trash.

The vote to reject the controversial proposal came in a 3-4 vote, with council members Phil Garcia, Doug Hedrick, Rich McBride and John Roach dissenting.

“(The ‘no’ voters) wanted the residents to continue to have the option of selecting a carrier,” said Council President Thomas Udell, who voted in favor of having a single-trash carrier.

Right now, most Conneaut residents pay Waste Management to haul away their trash, but there are about five other independent haulers available and people use them, he said.

It was only three weeks ago that council revived the single-trash hauler ordinance that had been tabled weeks ago for further study. Since it was shelved, members spoke of various amendments, including one version that would discard the one-hauler idea but mandate curbside recycling and divide the city into districts to ensure consistent pickup dates.

But on Tuesday night, council considered the plan that would allow City Manager Tim Eggleston to request quotes from residential trash hauling only. The agreement would have helped haulers offer the best consumer price available, which was the selling point for some council members.

“There’s so many discrepancies in what people are paying,” Udell said. “A one-hauler system would definitely control that.”

City Manager Tim Eggleston said staff did not propose this ordinance.

“It was a council ordinance,” he said. “It wasn’t for the city at this point in time.”
