Ashtabula City Council votes to put income tax renewal on May 7 ballot

ASHTABULA — City Council voted Monday night to place a 1.8 percent city income tax on the May 7 ballot.

The measure is a renewal, as the income tax now is 1.8 percent.

The ordinance also will ask voters to combine the offices of city auditor and city treasurer into the new office of city director of finance to improve efficiency and reduce expenditures.

“(With the passage of this  measure) we can pool our resources in the department,” City Auditor Dana Pinkert said. “Right now, we are limited in what the treasurer can do for us.”

Several cities now work that way, she said.

Pinkert was hired April 23, 2012, and Treasurer Lori Mackey has been full-time with the city since August 1983, according to city records.

In other business, City Manager Jim Timonere asked for an ordinance to trade in seven Ford Crown Victorias from the police department for seven new ones.

 Three of the cars are 2001’s and four are 2003’s with anywhere from 75,600 miles to 97,731 miles on them, according to city records.

He also asked for an ordinance to enter into an agreement with GPD Group of Youngstown for $28,602, for the purpose of updating the city’s waste water treatment plant National Pollutant Discharge Elimination System permit.

“This permit has not been updated to this level in many years,” Timonere said. “Changes were made to reflect new discharge limits as wells as recommendations for ordinance revisions.”
