ARC money will help rid Ashtabula County of ‘devil’s strip’

Commissioners award contract for work

JEFFERSON — Commissioners on Tuesday awarded the bid for a roadway project on GH Drive in Austinburg Township to Eclipse Co., LLC.

Eclipse’s bid of $166,467.53 was the lowest of the seven bids the board received for the project that will eliminate a “devil’s strip” that has hindered further development on the drive.

The highest bid was $206,261. The county engineer’s estimate for the project was $196,000.

The Appalachian Regional Commission (ARC) is paying $125,200 toward the pavement portion of the project. Local match for the ARC money is 20 percent, or $31,300.

The project also will require an extension of water and sewer lines at a cost of $39,500. Construction engineering will cost $7,840. Grants from the Ohio Public Works Commission will pay for these costs.

In other action, the board approved the purchase of a 2013 Ford F-150 4X4 truck to be used by the county dog warden. The new purchase replaces an existing, high-mileage truck.

The new vehicle will be purchased at Nassief Ford, which had the lowest price of a local dealership. Cost was $20.974. Commissioners encourage elected officials and county agencies to purchase locally whenever possible.

The board sent a large amount of obsolete equipment from the county engineer and recorder office to the county’s online auction site. Picnic tables, a tilt-gate mulcher, time clock and pencil sharpener are among the items up for bids.

Under water and sewer business, the board ordered bids for the second phase of the waterline replacement project along Route 534.

A bid opening is March 27 at 2 p.m.

It was a Tuesday morning in Baltimore not unlike many days here in Ashtabula County this past winter. The weather was the story of the day. Talk of wind chill, snow advisories and reports of delays and cancellations filled the topic of conversation in this East Coast city.
James Wyman, however was still able to get to work though. Well, kind of, that is.
