Tax issues for roads, fire service, schools on ballot

JEFFERSON — Voters in Ashtabula County townships, cities, villages and school districts will see on the Nov. 4 election ballot more than 40 tax issues and liquor options.

In addition, Geneva and Monroe Townships have zoning issues.

As the deadline neared Thursday afternoon for petitions to be filed, Ashtabula County Board of Elections deputy director Duane Feher said there will be at least three statewide issues on the fall. These three include the General Assembly passed Great Lakes Compact (SJR 8).

The others are an issue amending the constitutionally mandated timeline for placing an initiative or referendum before voters and one authorizing the state to borrow $400 million for environmental related purposes (Clean Ohio Fund).

“It could be 10 days before the state issues are approved or after Labor Day weekend. We are verifying names of Ashtabula County voters, who signed the My Casino Now petitions. We have to check the signers, then pass the petitions on to the secretary of state office,” Feher said.

The county elections board will meet at 10 a.m. Wednesday to review and approve all the tax issues for the ballot, he said.

Three school districts in the county have tax issues for voters to decide. Conneaut district has an additional 7.35-mill emergency levy to run from 2009-2013. One count-wide tax issue is a renewal of a 2-mill current expenses levy for the Ashtabula County MR/DD programs at Happy Hearts School.

Jefferson Area School District is asking for renewal of a 4.5 mills current expenses operating levy for five years. Ashtabula Area City School Board has an additional 4.9 mills continuing levy to be used for current expenses.

The Ashtabula County Joint Vocational School Board has an additional 1- mill levy on for general improvement project to run for a continuing period. The same levy failed in the March primary election.

The other tax issues on the ballot include:

Andover — Renewal of a 2- mill levy for ambulance and emergency medical services for one year, an additional 1.7-mill police levy for a continuing period, renewal 1.2-mill and renewal 0.3-mill levies for fire protection for one year; Geneva Township— renewal of a 1-mill roads and bridges levy for five years (excludes city and Geneva-on-the-Lake), Geneva Township park district renewal 0.28 of a mill levy for capital improvements for five years.

Andover Township (excluding village)—renewal of a 2-mill levy for ambulance and emergency medical services for two years; Dorset Township—renewal of a 1-mill levy for roads and bridges to run five years; Jefferson Village—renewal of a 2.0 mills levy for roads and villages for five years; Lenox Township— renewal of a 1.0 mill levy for permanent improvements for five years, and a 2.0 mills replacement levy for roads and bridges for five years; Monroe Township—two replacement levies, a 2.0 mills for roads and bridges, and 2.0 mills for fire protection services, both for five years.

Orwell —renewal of a 0.5 of a mill levy for fire protection for five years; Trumbull Township—renewal of a 3-mill levy for roads and bridges for five years; Windsor Township—a replacement 2.5 mill levy for roads and bridges, and a replacement 2-mills levy for current operating expenses, both for five years; Colebrook Township — renewal of a 1.25-mill for roads and bridges for four years; Morgan Township including Rock Creek and Roaming Shores Villages—renewal of a 2.5 mills fire services levy to run four years.

Saybrook Township — additional 1-mill fire services levy to run five years; New Lyme Township—replacement 1.5-mils fire services levy to run five years; Williamsfield Township—replacement and increase 1.5-mill levy for fire services to run five years, and a renewal 2-mill recreational levy to run five years; Ashtabula Township (excluding the city)—additional 0.5 of a mill levy for cemeteries to run five years.

Harpersfield Township—replacement 1-mill levy for fire services to run five years; Pierpont Township—replacement 3-mill levy for roads and bridges to run five years; Geneva-on-the-Lake—additional 1.78 mills-levy for fire services to run five years; Kingsville Public Library—renewal 1-mill levy for current expenses to run five years; Northwest Ambulance District—renewal 0.5 mill current expenses levy to run five years; South Central Ambulance District—replacement 1-mill for emergency medical services for five years.
