FEATHER - Staff Writer - cfeather@starbeacon.com Star Beacon JEFFERSON — Ashtabula County commissioners voted unanimously Tuesday to vacate a portion of North and South Clubside Drive in Williamsfield Township.
The action was petitioned by Patricia Ann Barnes and Michael J. and Janet M. Zook. Williamsfield Township trustees historically maintained North Clubside Drive but not South Clubside. Trustees offered no objections to the proposed vacation of both segments. The resolution vacates the roads and makes them part of the holdings of abutting property owners. Commissioner Joseph Moroski thanked all who worked on the project, which required a long time to complete. In other actions, commissioners: n Approved a series of service contracts for the Ashtabula County Department of Job and Family Services (DJFS). Among the contracts is one for $30,000 with Family Planning Association of Northeast Ohio, which is to provide family planning and prevention services to meet the Temporary Assistance to Needy Families (TANF) requirement, specifically, “to prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies.” Commissioner Daniel Claypool questioned Rudy Campagne, DJFS contract unit supervisor, as to what kind of reductions the program hopes to achieve. Campagne could say only that that was a “goal the agency needs to try to address.” He said Family Planning typically sees 30 to 40 clients per month in the TANF program. The contract with Family Planning runs from July 1 to June 30, 2010. Ron Smith, DJFS financial officer, said the funding amounts requested by the service reflects an anticipated 20 percent reduction in state funding. Other contracts and amendments to contracts with DJFS that commissioners approved Tuesday are with the Ashtabula County Transportation System, Ashtabula County Children’s Services Board (Help Me Grow/ homemaker services), Catholic Charities of Ashtabula County (financial literacy and abstinence education), Premier Transportation System and City Taxicab & Transfer Co.; n Approved a contract with Koski Construction to resurface 0.36 miles of State Road, 2.42 miles of Clay Street and 0.64 miles of Old Harpersfield Road. The contract is not to exceed $230,506.35. A portion of the money is from the Ohio Public Works Commission grant; and n Approved the purchase of a Xerox copier-scanner and a maintenance agreement for the Ashtabula County Veterans Service Commission. The cost is not to exceed $10,750.
