Lawsuit would target search for city manager By MARK TODD - Staff Writer - mtodd@starbeacon.com Star Beacon CONNEAUT — A Conneaut attorney unhappy with the pace of that city’s manager search is poised to file a taxpayers’ lawsuit on the matter.
However, Robert Naylor is just as willing to put the matter on ice if he sees proof council is actively pursuing a replacement for Douglas Lewis. “No affirmative steps have been taken to put the process into motion to get a city manager,” he said. Lewis announced in early April he would be stepping down at the end of this week to become assistant city manager in Painesville. Naylor believes Edward Somppi, recently hired to serve as interim manager until a full-timer is found, is not qualified to hold the job. He has formally contacted Law Director Lori Lamer on the matter, the first step in a taxpayer suit. Lamer, who earlier advised council Somppi could hold the job, hasn’t changed her mind. “I will vigorously defend the Somppi selection,” she said. Conneaut’s charter stipulates the city manager must have “a bachelor’s degree in public administration or business administration or equivalent degree with a minimum of five years experience in an executive-level public administration position.” No job specifications are listed in the charter for an interim manager. Based on his read of the charter, Naylor believes the interim tag applies only to the length of the manager’s term and not a position in government. The taxpayer suit is meant to prod council into action on the manager search, Naylor said. “We need to get people moving in the direction they need to be moving,” he said. Soon after Lewis announced his resignation, Council President James Jones said Conneaut may not have a full-time replacement until the end of the year. The charter stipulates an interim manager can serve no more than 90 days.
