Helen charged a tester a $100 security deposit for a therapy dog and, in a separate tester incident, would not rent the second-story apartment to a family with children. Those alleged infractions of housing laws have resulted in punitive damages and attorney fees exceeding $100,000, with no end in sight. Helen's attorney calls it a case of extortion by the state.
